The short answer
Group them by area. The south of the medina makes one morning: the Bahia at opening, the Mellah and its market, then El Badi and the Saadian Tombs in the Kasbah. The north makes another: the Ben Youssef Madrasa, the Maison de la Photographie and the tanneries at Bab Debbagh. Le Jardin Secret and Mouassine sit between, off the souks.
In more detail
Grouping saves walking and lets you hit the busy sights early. The Bahia and the Saadian Tombs both fill by mid-morning, so start with whichever matters more to you. The Bahia and the Mellah are a few minutes apart, and El Badi and the tombs are close to each other in the Kasbah.
In the north, the madrasa opens early and has a quieter courtyard at opening or after 17:00. The tanneries are best in the morning, when the vats are being worked. The Maison de la Photographie's rooftop is best in the late afternoon.
Keep Jemaa el-Fnaa for the end of the day, from about an hour before sunset into the night. Jardin Majorelle is outside the medina in Gueliz and needs a timed ticket, so give it its own early slot.
Good to know
