The short answer
In July and August, often yes. Marrakech regularly tops 38°C and afternoons can pass 40°C, which children and babies feel sooner than adults. If summer is your only window, plan early mornings, a pool over midday and evenings out, or add cooler Essaouira on the coast. Spring and autumn are far better family months.
In more detail
The inland heat is the single biggest factor for families. High summer is too fierce for infants, and small tempers fray fast when the city pushes past 38°C. Spring, March to May, and autumn, September to November, give warm days around 20 to 28°C and cool evenings that are perfect for the square after dark.
If you do come in summer, turn the day around. Go out at opening time, when Jardin Majorelle and the medina are cooler and quieter. Retreat to a shaded garden, the riad pool or a day-pass resort in the Palmeraie for the middle of the day. Head out again in the early evening when Jemaa el-Fnaa comes alive.
Get out of the city. The Ourika Valley brings cool river air about 1 hour 15 minutes south, and Essaouira on the Atlantic stays around 22 to 25°C even in summer thanks to the wind.
Carry water and sun hats everywhere, use high-factor sun cream, and take a calèche or petit taxi rather than long walks with tired children.
